The Ramsey/Washington Recycling & Energy Board (R&E Board) is a joint powers board of Ramsey County and Washington County, Minnesota, that governs Ramsey/Washington Recycling & Energy, the organization overseeing waste reduction, recycling, and landfill-diversion programs for the two counties, including the R&E Center in Newport (purchased in 2016). The board is composed of commissioners appointed by the two counties (Ramsey County contributes three commissioners plus an alternate, Washington County two commissioners plus an alternate), along with two ex officio members representing the City of Newport and the Minnesota Pollution Control Agency.
