South Washington Watershed District is a special-purpose local unit of government located entirely within Washington County, covering portions of Afton, Cottage Grove, Denmark Township, Grey Cloud Island Township, Hastings, Lake Elmo, Newport, Oakdale, St. Paul Park and Woodbury. It is governed by a five-member board of managers appointed by the Washington County Board, and its work is funded through a combination of property tax levies, state Clean Water Land and Legacy Amendment funds, and other grant and settlement funding.
