The Anoka County Housing and Redevelopment Authority (ACHRA) is a housing and redevelopment authority formed in December 1994 by resolution of the Anoka County Board of Commissioners under a 1978 special state law and Minnesota Statutes Chapter 469. It works to provide housing for low- and moderate-income residents and to redevelop blighted areas countywide. Funding sources include a property tax levy collected in the City of Ramsey and federal Community Development Block Grant funds administered through HUD.
