As the Hennepin County Board voted to work toward closing its HERC trash incinerator between 2028 and 2040, Commissioner Debbie Goettel, who represents the Fifth District, cautioned that presenting unified priorities to the state Legislature would be important to secure backing for waste-reduction efforts.
