2025 UAV (Drone) Program Annual Disclosure

· Surveillance / UAV· Effective 2026-06-15
Adoption process: Not yet determined

City of Oakdale, MN does not appear anywhere in the Minnesota BCA's 2025 statewide UAV/drone legislative report (135 agencies filed statewide, checked in full), even though Oakdale Police Department is a confirmed ALPR-using agency per the state's separate LPR-agency list -- the two are different technologies/disclosures, and this indicates no UAV deployment was reported to the state for 2025 specifically.

Automated License Plate Readers (ALPR)(Policy 426)

Oakdale Police Department· Surveillance / ALPR· Effective 2025-03-25
Adoption process: Approved by board/council vote

Oakdale Police Department's Lexipol-licensed Policy 426 governs the capture, storage, access, retention and release of ALPR data under Minn. Stat. §§ 626.8472 and 13.824. It requires destruction of non-investigative ALPR data no later than 30 days from collection, restricts access to trained/authorized personnel via a login-audited system, requires BCA notification within 10 days of any fixed installation, and requires biennial audits. The department's public ALPR page states it operates six Motorola-brand ALPR units (four funded by a Minnesota Auto Theft Prevention grant, two by TJX/TJ Maxx grant funds) and retains data 30 days (below the 60-day state maximum).

Verified by direct fetch of the live public page oakdalemn.gov/1080/Automated-License-Plate-Readers (retention period, equipment count, Motorola vendor, no-Flock statement confirmed) and by fetching and PDF-text-extracting the actual Policy 426 document at oakdalemn.gov/DocumentCenter/View/8372 (4 pages, full policy text). The live document's PDF metadata shows a generation date of 2025-07-09, but the policy's actual council-approval date was traced by searching this archive's collected Oakdale Meeting agenda_outline text for 'Lexipol', which surfaced a series of City Council consent-agenda items titled 'Group N Police Lexipol policies' (Groups 2–11 plus a School Resource Officers group, running Dec 2024–Sep 2025). Downloaded and text-searched the full agenda packets for Groups 2–8 and 10–11; found Policy 426 listed by number and title ('426 Automated License Plate Readers') in the 'Group 7' Request-for-Council-Action memo and attached draft policy text in the March 25, 2025 packet (agenda_url oakdalemn.gov/AgendaCenter/ViewFile/Agenda/_03252025-773). Confirmed passage in that meeting's minutes (oakdalemn.gov/AgendaCenter/ViewFile/Minutes/_03252025-773): Consensus Motion item (h), 'approve the group 7 Police Lexipol policies as presented,' was included in the council's 5-ayes vote to approve Consensus Motions A-E and G-K. The March draft policy text is substantively identical to the current live Policy 426 text (only a '***DRAFT***' watermark and internal 'Best Practice/MODIFIED' source-tags were removed before final publication). This is distinct from and in addition to the three ALPR equipment-purchase grant votes (2023-07-25 workshop, 2023-08-08 and 2025-10-28 Council resolutions) already on record for this government -- those funded the hardware; this is the separate data-handling policy adopted by council vote. effective_date is set to the March 25, 2025 council-approval date rather than the July 2025 PDF-metadata date, since the approval date is the better-evidenced 'adoption' event.
